Traceability, Authority, Responsibility & Collision‑Prevention Protocol

Purpose

As the ADPA ecosystem scales to multi‑agent, multi‑tier, and multi‑stakeholder collaboration, the risks of authority collisions, execution collisions, semantic collisions, lineage collisions, and multi‑agent operational collisions increase significantly.

This protocol (TAR‑COL) merges:

  • TAR — Traceability, Authority, Responsibility
  • COL — Collision‑Prevention & Multi‑Agent Coordination

to ensure that every action is attributable, every tier stays within its authority, and no operation collides with another, even across unaware or passive stakeholders.

This preserves:

  • Lifecycle Integrity (G2)
  • Evidence & Lineage (G3)
  • Determinism (G4)
  • Multi‑Agent Stability (COL‑G1 to COL‑G6)

1. RPAS‑TAR Requirements

(Traceability, Authority, Responsibility)

T1 — Artifact Traceability

Every governed artifact must record:

  • origin source
  • human decision ID
  • amendment ID
  • CSR version
  • deterministic timestamp
  • version lineage

Enforces G3: complete reconstructibility.


T2 — Actor Traceability

Every execution must log:

  • proposer
  • approver
  • executor
  • system identity
  • CSR epoch

T3 — Authority Boundaries

Each tier may only perform actions explicitly assigned:

Removes ambiguity → prevents authority collisions.


T5 — Ritual Conformance

Every action must map to exactly one ritual stage: Ideation → Business Case → Approval → RTM Seed → Amendment Proposal → Amendment Decision → Execution → CSR Baseline

No skipping, branching, or silent transitions.


T6 — Deterministic Reproducibility

Given same inputs, amendments, and CSR version, execution must produce identical results. Prevents divergence → eliminates execution collisions.


2. Collision‑Prevention Measures (COL‑G1 to COL‑G6)

(Integrated into TAR responsibilities)

CP1 — Tier Collision Prevention

Prevents authority overlap between tiers. Mechanisms:

  • Experience = advisory / decision
  • Orchestrator = exclusive executor
  • Intelligence = zero mutations
  • Data = append‑only

Violations auto‑trigger G1/G5 governance stop.


CP2 — Execution Collision Prevention

Prevents concurrent mutations on the same artifact:

  • CSR epoch locking
  • idempotent rituals
  • replay‑safe executions
  • double‑write prevention

If execution replays → mutation does not occur.


CP3 — Amendment Collision Prevention

Prevents two amendments from:

  • replacing the same RTM item
  • creating conflicting lineages
  • breaking deterministic execution

Mechanisms:

  • append‑only ledger
  • amendment‑specific IDs
  • CSR commit closure

CP4 — Semantic Collision Prevention (DRACO)

DRACO validates:

  • conflicting proposals
  • semantic misunderstandings
  • authority misalignment
  • high‑convergence LLM errors

Catches conceptual collisions before execution.


CP5 — Build / Topology Collision Prevention

AEV Gate 2 + Gate 3 prevent:

  • broken references
  • Aspire topology mismatch
  • cross‑tier boundary breaks
  • service‑graph divergence

Enforces stable multi‑tier geometry.


CP6 — Governance Collision Prevention

Final safety barrier (Gate 4). Prohibits:

  • UI‑side mutations

  • raw SQL writes in Experience tier
  • orchestrator bypass attempts

Stops unauthorized mutation attempts at governance boundary.


3. Multi‑Agent Collision Protocol (Integrated COL Module)

G1: Explicit Task Allocation

Each agent receives a strict atomic scope via TCL‑001. Overlap prohibited unless centrally coordinated.


G2: Pre‑emptive Conflict Detection

Before AEV Phase 2, agents must check:

  • active agent scopes
  • overlapping deltas
  • pending uncommitted changes

Prevents COL‑OVERWRITE and COL‑DEPENDENCY.


G3: Pessimistic Locking

Agents must lock:

  • amendments
  • topology nodes

G5: Structured Communication & Escalation

Agents communicate through a structured, machine‑readable, and deterministic intention & conflict protocol. Unresolved conflicts → ESC‑MULTI / ESC‑CONFLICT.


G6: Human Authority

Agents cannot self‑arbitrate collisions. Human operators retain final authority.
